Since we don't support Windows anymore, we don't need csp_usart_fd_t
to hide file descriptor differences. Replace csp_usart_fd_t with
a simple int.

The member variable `checkparity` is only used by windows driver. The
driver is now in contrib and the member variable lost its user.

This commit removes it from the header file and users of it.
